Refine overlaps with Vantage on cost reporting but adds two things Vantage doesn't: 380+ AWS security findings in the same dashboard, and an MSP-friendly customer hierarchy with no per-account fee. Trade-off: no multi-cloud.

Honest summary: If multi-cloud cost visibility is your primary need, Vantage is a great choice. If you're AWS-focused and want security bundled in, Refine is the deeper and cheaper option.
